The preparations for the 28th Symposium are progressing with encouraging signs that we will greet the new millenium with another great conference. The Program Co-Chairs, Sébastien Candel and Jim Driscoll, and their team of Colloquium Co-Chairs are all electronically primed for your submissions. Their plan is to follow the reviewing procedures from the 27th Symposium, i.e. four reviews with time for rebuttal and response. They have also selected an outstanding list of speakers for the Hottel and Plenary Lectures and the Invited Topical Reviews (listed elsewhere in this NewsFlash).
Please refer to the announcement for the instruction to authors to make that sure your paper meets all the minimum requirements. Remember the deadline for submission of manuscripts is December 15th.
Our host for the symposium is the team from the British Section, headed by David Smith, who have obtained excellent facilities for our technical program and have selected some exciting venues in Edinburgh for the social events.

LOCAL ARRANGEMENTS
Edinburgh, the capital of Scotland, is one of the world's most beautiful cities and, since the 11th Century, has been an important centre of Scottish life. It is a royal city, with an ancient castle and a royal palace, which has been the home of monarchs for over five hundred years. It offers a great deal for the visitor.
The Symposium will be held in Edinburgh University. The campus is conveniently situated for transport, for normal city facilities and for accommodation. For the Technical Program, we will use six lecture rooms, situated in two buildings very close together. Poster sessions and all other Symposium rooms will be in these same buildings. Plenary lectures will be held in the McEwan Hall, a splendid, late-Victorian building providing an elegant setting and again only a few minutes walk away.
Special events to be held during the week include:
An Opening Reception in the Royal Museum of Scotland - one of
Edinburgh's finest Victorian buildings, dating back to 1861. The
Main Hall, which we will use, has been described as "a huge birdcage of
glass and iron";
A concert of choral and organ music in St. Giles Cathedral;
An afternoon of picnic and entertainment in the grounds of a
nearby 'castle' (more accurately a grand old house);
A Banquet in Dynamic Earth, a newly opened millennium project
(not everything in Edinburgh is old).
During the week, there will be a full program of full- or half-day trips to some of the many sites of interest in and around Edinburgh. There will also be opportunities to enjoy pre- or post-Symposium tours, both self-drive and fully organized. As a further option for those who wish to prolong their stay, the internationally famous Edinburgh Festival, the world's largest celebration of the arts, runs from 13th August to 2nd September. (For further details of this, see their official web page: http://www.eif.co.uk) If you are staying in Edinburgh over Friday night at the end of the Symposium, we are arranging for tickets for the Edinburgh Military Tattoo. This is a spectacular display of music, colour and pageantry set against the splendor of Edinburgh Castle. (Again for further details, see http://www.edintattoo.co.uk )
During the Symposium, delegates will have a choice of staying in campus accommodation or in one of several conveniently located hotels. The campus offers high quality rooms in a picturesque setting and with good social facilities (bar, gardens, games room, etc.). The hotels, ranging from 2- to 4-star, will be handy for the city and for the Symposium.

BELGIUM
A one day joint meeting of the Belgian and Dutch Sections was held in Eindhoven September 16, 1999. The local arrangements were made by the Dutch Section. There was a Poster Session for contributed papers and five plenary lectures. About fifty people coming from both countries attended the meeting.
The next "Journés d'Etudes" of the Belgian Section will held at the Vrije Universiteit Brussel in Brussels, 25 - 26th May, 2000. It is will be organized by Prof. De Ruyck of the Department of Mechanical Engineering (tel: 32 2 629 23 93, fax: 32 2 629 28 65, email: jdruyck@vub.ac.be

CHINA
The 1st International Conference on Engineering Thermophysics was held in Beijing on April 18-21, 1999. Engineering thermophysics mainly includes thermodynamics, combustion, heat and mass transfer, internal aerothermodynamics, etc.. About 40 members of the Chinese Section of The Combustion Institute and about 50 combustion scientists and engineers from other countries such as Japan, U.S.A., Germany, France, etc. attended the combustion part of this conference. Professor C.K. Law delivered an invited lecture at the conference.
The 5th APISCEU Symposium was held in Shanghai on October 24-29, 1999. There were about 50 participants. Among them, about 20 combustion scientists and engineers came from Japan, France, Canada, U.K., Germany, etc., and about 30 were Chinese.
The 1999 annual meeting of the Chinese Section of The Combustion Institute was held in Beijing on November 11-13, 1999. About 70 papers were presented covering the areas of fundamental combustion research, combustion modeling, fluidized bed combustion, pulverized coal combustion, engine combustion, swirling jet and its mechanism of breakup, combustion generated pollutants, fire hazard, etc..

FRANCE
One major activity of the French Section during 1999 was the organization of the Joint Meeting with the British and German Sections in Nancy, France, on May 18-21, 1999. The meeting was organized by Drs. F. Battin-Leclerc and F. Baronnet from the Chemical-Physics of Reactions Department of the National Polytechnic Institute of Lorraine and the CNRS. The meeting was attended by 200 participants, mainly from France, Germany and Britain, but also from Belgium, Sweden and USA. Seven invited and 79 oral and poster communications were presented on topics such as turbulent combustion, soot formation, elementary reactions, chemical kinetics, two-phase combustion, laser diagnostics and combustion applications. The meeting nicely coincided with the centennial celebrations of the art movement called "the School of Nancy" which allowed the participants to benefit from most of the exhibits.
Two other one-day technical meetings are also organized: one on Explosions and Safety, in Bourges on December 2, 1999 by Dr. Isabelle Sochet from the University of Orléans; and the other on The Role of Chemistry in Energy and Environment organized jointly with the French Chemical Society in Orléans on January 27, 2000. Members of the French Section also contributed to the organization of the Mediterranean Combustion Symposium held in Antalya, Turkey in June 1999.
Another important achievement of the French Section in 1999 was the construction of its proper web site thanks to the efforts of Drs. C. Rolon and N. Darabiha from the Ecole Centrale de Paris. The web site contains all the important information on combustion and related issues, including doctoral, post-doctoral and job offers and links to other sections and related sites.
The French Section is publishing its own news letter twice a year in Spring and Fall thanks to the efforts of Professor A. M. Boukhalfa from the University of Rouen. It mainly contains the summaries of French PhD theses on combustion but also information on forthcoming meetings as well as reports on past meetings.
Every two years, the French Section presents the Paul Laffitte award to the best French doctorial theses on combustion. This year the award was presented to Dr. Jean-Marie Truffaut who prepared his thesis at the University of Marseille under the supervision of Dr. Geoff Searby. The subject of his thesis was an experimental study on the origins of noise emitted by welding flames.
Finally, several French Section members are contributing to the editorial board of the French journal Combustion, edited by I. Gokalp and R. Borghi and published by Gordon & Breach. The first issue of Combustion will appear in January 2000.

GERMANY
In 1999 the German Section was engaged in two main events: From May 18 21, 1999 a Joint Meeting of the French, British and German Sections took place in Nancy. The German participants not only enjoyed the excellent scientific programme but also the wonderful cultural events. I take this opportunity to thank once again our French colleagues for their outstanding organization.
Our biennial meeting 19. Deutscher Flammentag was held at the Technical University in Dresden on September 14 15, 1999. The programme of the meeting, which is traditionally organized in collaboration with the German Association of Engineers Society of Energy Technology (VDI) and the German Flame Research Committee (DVV), covered the areas: Combustion of Solid Fuels, Modeling of Combustion Processes, Combustion of Liquid and Gaseous Fuels, Process Sensing Techniques, Waste Combustion, Small-Scale Furnace Combustion, Combustion Processes in Engines and Gas Turbines. More than 400 scientists, mainly from Germany, had a very interesting meeting. During the Opening Ceremony of the "19. Flammentag", the Rudolf-Günther-Preis was awarded to our member Professor Dr.- Ing. Hans Kremer for outstanding and lasting contributions to the improvement and industrial use of effective and clean combustion processes.
The business meeting of the members of the German Section was also held
during the "19. Deutscher Flammentag". Two members, Prof. Leuckel and Prof.
Jacobs, retired from the Board. We thank both for their reliable
and effective service for our section. The members of the new Board

HUNGARY
The Spring Technical Meeting of the Hungarian Section was held on March 19, 1999 at the Chemical Research Center of the Hungarian Academy of Sciences ( CRIC ) in Budapest. Hungarian members of CUSTNET (Coal Utilization Science and Technology Network ) were also present. The oral presentations included, e. g., "Thermal Analysis of Biomass and Coal: an Overview and Recent Results" by Prof. Gábor Várhegyi (CRIC) and "Development, Testing and Analysis of a Comprehensive Mechanism for Methanol Combustion" by Dr. Tamás Turányi (Eötvös University, Budapest). The scientific meeting was followed by a visit, hosted by Prof. Várhegyi, head of department, to the newly established laboratories of the Department of Environmental Chemistry.
At the end of the technical session, Prof. Károly Reményi
announced his resignation as Section Chair. The Hungarian Section expressed
its thanks and appreciation to Prof. Reményi for his outstanding
contribution to the function of the Section over more than twelve years
in office. The elected new officers are the following:

JAPAN
The Japanese Section, under the Chairmanship of Prof. M. Kono of the
University of Tokyo, has continued to flourish with a membership in excess
of 640. The 36th Japanese Symposium on Combustion was held
in Sapporo, November 18-20, 1998 under the Organizing Committee chaired
by Prof. K Ito of Hokkaido University. Two invited papers and
275 contributed papers including 7 papers from abroad were presented.
There were approximately 500 attendees. The 37th Japanese Symposium
on Combustion will be held in Chiba Prefecture, December 8-10, 1999 under
the Organizing Committee chaired by Prof. T. Miyauchi of Tokyo Institute

POLAND
During this year the Polish Combustion Institute organized two one-day scientific seminars. The first seminar "Combustion and Use of Gas Fuels" was held 8 June, 1999 at the Technical University of Poznan. Four papers on problems of: Burning of natural gas in different industrial burners, state of the art and perspectives of gas fuel system in Poland and on future technology of gas combustion were presented.
The second seminar was held in Warsaw University of Technology on 17 November 1999. It was devoted to problems of combustion in internal combustion engines. Six papers on problems related to combustion in IC piston engines, gas turbines, jet engines, mathematical modeling of combustion in engines, controlled combustion engines and on combustion in rockets, ramjet and other engines were presented. Attendance at both seminars was 30 - 50 participants.
The Polish Section also organized the 16th International Symposium on Combustion Processes, which was held in Kazimierz Dolny on 1-5 August 1999. About 100 scientists from Poland, Russia, USA, Great Britain, Turkey, France, Israel, and other countries participated in the Symposium. During this Symposium the Committee of Thermodynamics and Combustion of the Polish Academy of Sciences awarded Prof. Felix Weinberg and Prof. Jerzy Chomiak the Dionizy Smolenski Medal.

NETHERLANDS
On September 16 1999, the first joint meeting of the Dutch and Belgian Sections was organized at the Eindhoven University of Technology. The separate sections are rather small and a joint meeting might initiate contacts and further collaboration between Dutch and Belgian combustion scientists. The meeting was a success with about 70 participants. Six established researchers from both countries presented a good overview of the work in the sections. Prof. Mitch Smooke from Yale was the invited speaker for this special occasion and about 20 researchers presented posters of their work. The day finished with a visit to the lab of the Mech. Eng. Department followed by a dinner. The next joint meeting is planned to take place in the spring of 2001. The Dutch Section is preparing for its next spring meeting at the University of Twente on March 24, 2000. A joint meeting is currently being planned with the Dutch Flame Research Committee (NVV) and the platform Clean and Efficient Combustion of the Dutch Science Foundarion (STW-SZV) for the fall in 2000.

SHS'99 Outline
The V International Symposium on Self-Propagating High-Temperature Synthesis (SHS'99)has been held at President Hotel, Moscow on August 16-19 1999. Due to the excellent conditions for work and rest, the participants exhibited very high activity in all the events.
On the first day of the Symposium, three plenary sessions took place. The Symposium was "initiated" by Introductory Word given by Academician A. G. Merzhanov in which he told about the history of SHS Symposia and special character of the Moscow one. Vice-President of Russian Academy of Sciences Academician O. M. Nefedov delivered his conceptual lecture about Russian Chemistry in a Crucial Period of National History. The Deputy Minister of Science and Technology of the Russian Federation, Corresponding Member of the Russian Academy of Sciences G. F. Tereshchenko presented his informative lecture on Current Problems in Modern Materials Science. The 2nd and 3rd Plenary Sessions included 4 Minireviews on general directions and problems of SHS:

The participants of the Symposium were offered the following topic sections: Theory and Mathematical Modeling (2 sessions); Combustion Mechanism (2 sessions), Kinetics and Thermodynamics; Thermal explosion; Shock Wave and Detonation; Gravity and Microgravity; Effect of Electric and Electromagnetic Fields; Phase and Structure Formation; Chemical Synthesis (3 sessions), Technology (4 sessions), Ecology (3 sessions), Mechanochemistry; Ceramics; Composites; Cast Items; Nanophase Materials; Special Chemical Processes and Products; Organic Systems; Allied Topics; Industrial Application.
During these sessions presided by well-known experts in the fields mentioned
above 124 oral presentations were made. During 3 Poster sessions, 57 posters
were presented and discussed. Every Symposium day at noon in the Main Conference
Hall, the participants were offered invited lectures delivered by famous
scientists working in SHS-allied fields:

During the Symposium the following 6 Round Tables presided by leading
experts were organized

* Inhomogeneous SHS Structures and Materials;
* SHS in Chemical Engineering;
* Electrical Field Effects in SHS;
* Industrialization and Commercialization of SHS.
209 researchers and experts from 19 countries of CIS, Western Europe, NorthAmerica and Asia participated in SHS'99. It's rather natural that the most of the presentations were delivered by Russian participants (72 oral presentations and 36 posters). Similar to the previous Symposia, many presentations were made by participants from USA (12 oral presentations and 10 posters), China (10 oral presentations and 3 posters) and Japan (9 oral presentations and 4 posters). Activity of research workers from Israel, Italy, France, Germany and England has increased comparing with previous the SHS Symposium held in Toledo, Spain (1997). Participation of scientists (as co-authors of presentations) from such nontraditional with respect to SHS research countries as the Netherlands, Algeria and Sweden worth to be noted while researchers from traditional centers involved into SHS R&D from Greece, Brazil and Kazakhstan were not able to come because of different circumstances.
The social events during SHS'99 included short trip aboard a pleasure boat along the Moskva-river (Welcome Party), reception at the office of the Vice-President of the Russian Academy of Sciences, Moscow and Podmoskov'e sightseeing, visit to Chernogolovka (ISMAN) and post-Symposium tour to Saint-Petersburg inspite of the all internal circumstances in Russia.
The VI International Symposium on Self-Propagating High-Temperature Synthesis will be held in TECHNION (Israel Institute of Technology), Haifa, Israel, 14-18 October, 2001.

The Spring one-day meeting on Industrial Combustion Hazards, held at Leeds University, and organised jointly with United Kingdom Explosion Liaison Group, attracted over 50 participants. The Autumn meeting on Combustion Theory, during which the AGM took place, was organised and hosted by Dr Stewart Cant, at Selwyn College, Cambridge, Thirty-seven registrants attended the meeting. Section members had received details throughout the year of a number of co-sponsored meetings with Combustion Physics Group of IOP and the Combustion Engines Group of IMechE. An invitation to members to attend the Second meeting of the Greek Section of The Combustion Institute in November 1999, had also been received. Two excellent Newsletters were issued to members in the course of the year.
Travel grants to contribute to the cost of attendance at the Joint Meeting of the British, French and German Sections, held at Nancy, were awarded to 4 students so that they could present papers or posters. This meeting was enjoyed immensely by the Section members who were able to attend. The French Section was congratulated formally for their excellent organisation and thanked warmly for their hospitality. The British Section is also very pleased to be able to congratulate Professor Felix Weinberg as recipient of the 1999 Smolenski Medal of the Polish Academy of Science.
The pace is "heating up" for the sub-group, headed by Dave Smith, who is responsible for the organisation of the 28th Symposium at Edinburgh. Most recent accounts indicate that targets are being met and many details are already finalised. Dan Seery and Jim Driscoll visited Edinburgh in September with a view mainly to checking facilities for the technical program. After a couple of days in which to deal with their fact-finding purpose and to enjoy Edinburgh, they seemed to have been well pleased with the arrangements. Please come for your own enjoyment and pleasure in August 2000!

EASTERN
The Eastern States Section was pleased to host the First Joint Meeting of the US Sections of the Combustion Institute on March 14-17, 1999 at the George Washington University in Washington, D.C. Nearly 400 persons attended the meeting, including about 120 students. Our Keynote speaker was Dr. Ernest Moniz, Under Secretary of Energy, US DOE and plenary lectures were given by Dr. R. J. Tabaczynski, Dr. K. C. Smyth, and Prof. P. J. Smith. In addition, a total of 224 contributed papers were presented and we enjoyed a wonderful dinner cruise on the Potomac River. Our thanks go to Prof. J. H. Miller, Dr. W. M. Pitts, and Prof. P. R. Our 1999 Fall Technical Meeting was held at North Carolina State University
in Raleigh, NC on October 11-13, 1999. There were 106 contributed papers
and 138 attendees of whom 30% were students. Invited lectures were
presented by Dr. D. J. Seery, Prof. S. B. Pope, Dr. M. M. Maricq, and Dr.
J. W. Fleming. Our appreciation goes to Dr. W. Roberts, Dr. W. M.
Pitts, and Prof. P. R. Westmoreland for organizing enjoyable social activities
and the technical sessions. We are indebted to US Army Research Office
for their financial support of the students. At this fall meeting
we elected a new slate of officers, including:
